Can't the Democrats just swear her in? This is just like the refusal to swear in Merrick Garland to Supreme Court. Democrats need to outright object, hold a sit-in, do something.
Pretty sure there are plenty of Democrats on that list too, so I don't expect any meaningful resistance from them to get this done more quickly.
